Billing Payments: Default Information

To make Data Entry faster for payments defaults for payment period and date are now defaulted to the last one entered so when entering a batch of payments you can just tab right by those fields.

We also made some adjustment to the billing worksheet bill list to accommodate closing out paid bills and popping to the next highest bill number.
